What does “Export as a Service” mean in practice? Accelerating export-driven growth is an important part of the task assigned to Fintraffic by the Ministry of Transport and Communications. What have we done to promote the export efforts of Finnish companies in practice? Let’s hear it from companies that are members of the export cluster coordinated by Fintraffic.
Fintraffic promotes the export efforts of the members of the Traffic Data Service Cluster by actively seeking markets that are suitable for them. Joining the cluster is right for a company that has a high-quality product and ambition for exports but not the time to engage in active sales work.
“The most important thing is to pick the right market. We have direct contacts at local embassies who have done amazing work to get us into sales meetings with local companies. We also work in close cooperation with Business Finland and the Intelligent Transport Network (ITS) Finland”, says Kimmo Ylisiurunen, Head of Cluster at Fintraffic.
Producing leads efficiently with precisely tailored export trips
During the spring and autumn of 2025, precisely tailored delegation trips to places such as Great Britain, Italy, Switzerland, Croatia, Montenegro and Kosovo have led to discovering around thirty potential interested parties.
Solita, Weivi and ScanwAi, who have been involved in the cluster from the start, have benefited from the export services in many ways.
Cluster membership has given Solita concrete tools for exports and a structure for related efforts.
“At Solita, we find that the cluster is key in enabling operations. Here in Finland, we are kind of in the last corner of Europe. We do great things, but nobody hears about it. Being associated with Fintraffic’s name has helped us to get meetings. Cooperation with local embassies and the visits arranged by the cluster have worked well”, says Anssi Krooks, Director of Mobility and Logistics at Solita.
Cluster membership has provided Weivi with the cost-effectiveness required by a start-up company.
“The membership has given us broader shoulders. At the InnoTrans fair, we witnessed in practice how many opportunities for engagement we got from being a cluster member. Bringing innovations together from different sectors has created a competitive advantage that we could not have achieved on our own”, says Alia Dannenberg, founder and CEO of Weivi.
The benefits seen by ScanwAi especially include trust and the opportunity to be a part an offering bigger than itself.
“With no trust, there’s no deal. Cluster membership has brought us third-party trust that is very important for sales and pilots. That is why every export company should take advantage of this “Export as a Service” package. Another important benefit we have discovered is that there are many potential markets for us out in the world that we would not have thought of by ourselves”, says Olli Tannerkoski, co-founder of ScanwAi.
How does the export cluster work in practice?

- We find the right actors in the target market in cooperation with members and partners.
- We plan measures with active members.
- We conduct highly sales-focused and concrete meetings and visits.

- We succeed if and when our members succeed in exports.

- Founded in 2024.
- Involves currently: Almaviva, the Finnish Meteorological Institute, Innotrafik, ITS Finland, Nodeon, Perille Mobility Services, ScanwAi, Solita, VTT, Weivi, Weasel Software, Traffic Management Company Fintraffic Ltd and Fintraffic VTS.
- The aim is to make Finnish traffic data services widely used in Europe, thus creating opportunities for businesses in the industry. Compared to individual businesses, the cluster allows for larger export projects to be launched, offering synergies from cooperation.
- The shared offering is currently centred around these entities: shipping and ports, traffic control and analytics, mobility services and data, rail transport solutions, aviation and logistics.
- The work is coordinated by Fintraffic. Promoting exports is a key part of the special mission assigned by the Ministry of Transport and Communications, which owns Fintraffic.
