The Act on Digital Information Services in the Transport System was ratified last Friday. The Act, effective from 2026, increases Fintraffic’s responsibilities, further focussing its role in controlling traffic data across Finland.
The Act centralises Fintraffic’s societal impact: the facilitation of traffic data exchange among various parties improves traffic safety and flow, helps with developing infrastructure maintenance and creates new business opportunities.
“The act emphasises Fintraffic’s role as traffic data hub and creates new opportunities for developing traffic data for the benefit of the Finnish transport system as a whole. Funding for Fintraffic-provided digital and data services is specified, allowing for better long-term development of the digitalisation of transport,” says Janne Lautanala, Chief Ecosystem and Technology Officer in Fintraffic.
The Act assigns Fintraffic responsibility for organising and maintaining a national access point (NAP) based on EU regulations. Additionally, Fintraffic organises and maintains a basic data service built on the national point of contact. This task is defined in national regulation. Basic data includes road infrastructure, traffic disruptions, traffic connections and information on charging and refuelling networks.
The Act significantly clarifies the roles and responsibilities of administration. Currently, these tasks are distributed between the Finnish Transport Infrastructure Agency and the Finnish Transport and Communications Agency (Traficom) which already procure some of the related data services from Fintraffic. Traficom remains the supervisory authority once the Act comes into effect.
The objective is a unified basis for the deployment and interoperation of smart traffic systems as well as the leveraging of traffic data.
