Education services (Avia College)

Avia College is a specialised vocational school owned by the Air Navigation Service with the task of providing training services in the field of air navigation. Avia College offers basic air traffic control training and refresher courses, advanced training and unit-specific training for various fields in air navigation. The processing of personal data related to student selection is described in a separate student selection register here. This Privacy Policy describes how the personal data of students admitted to the college are processed.

Air Navigation Services is responsible for the processing of personal data related to the education services partly in cooperation with the Finnish National Agency for Education.

Personal data processed

Whose personal data is processed by Air Navigation Services (who are the “data subjects”)?

  • Applicants participating in the student selection process of initial and further vocational education and training.
  • Students in initial and further vocational education and training.
  • Students in on-demand education.

Applicants for basic and further education and training:
Personal data provided by the data subject to Air Navigation Services

  • Name, gender, mother tongue and nationality, mailing address, phone number, e-mail address and photo.
  • Information describing the applicant’s education and employment history.
  • Information to be provided voluntarily in the free text field on the application form.
  • Personal identity code.
  • Results of the pre-selection test and the performance and aptitude tests.

Personal data created/collected by Air Navigation Service via a service

  • Results of the pre-selection test and the performance and aptitude tests (FEAST tests).
  • Numerical assessment made by the selection psychologist concerning an applicant’s suitability and any notes generated in connection with the assessment.
  • Numerical interview assessments made by Air Navigation Services and any notes generated in connection with the assessment.
  • Information on the outcome of the health check-up (pass/fail).

Personal data disclosed to Air Navigation Services by a third party 

  • Information on the outcome of a security clearance vetting (pass/fail).

Students in basic and further education and training:
Personal data provided by the data subject to Air Navigation Services 

  • Contact information, other identifying information and demographic data: last name, first name, gender, address, e-mail address and personal identity code.
  • Feedback on the education provided.

Personal data created/collected by Air Navigation Service via a service

  • Student number.
  • Credits and certificates.
  • Information on the expiration of the right to study.
  • Information on disciplinary measures.

Students in on-demand education:
Personal data provided to Air Navigation Services by a representative of a data subject or a data subject’s organisation 

  • Contact information, other identifying information and demographic data: last name, first names, mailing address, phone number, e-mail address, gender, personal identity code and date of birth.
  • Feedback on the education provided.

Personal data created/collected by Air Navigation Service via a service

  • Student number.
  • Credits and certificates.

Purpose of processing

The purpose of the processing of applicants' personal data is to select students for the Avia College’s training programmes. The basis for the processing of personal data is the fulfilment of Air Navigation Services’ legal obligations and legitimate interest. Air Navigation Services has, among other things, the obligation to ensure that the health and functional capacity of the selected students is suitable for the tasks required by the educational institution and the profession (Act on Vocational Education and Training 2017/531, section 40). In addition, the processing of health check-up data is based on important grounds of public interest under Article 9(2)(g) of the General Data Protection Regulation. For the security clearance vetting, the processing of personal data is based on the Security Clearance Act (2014/726). 

The processing of the applicants' personal data is also partly based on Air Navigation Services’ legitimate interest in ensuring the suitability of the selection criteria from the perspective of the requirements of the qualification. 

The purpose of the processing of students' personal data is to provide basic and further vocational training and on-demand training, as well as organise the student administration in the education services, which requires the processing of regular data on the studies. The basis for processing the personal data of students is consent and the fulfilment of Air Navigation Services' legal obligations. The activities of Avia College and the processing of personal data are governed by the legislation on vocational training and the common European regulations on aeronautical training. 

Retention periods of personal data

Air Navigation Services stores the personal data of applicants for a maximum of five years from the date of the student selection decision. 

Air Navigation Services stores the personal data of students participating in vocational and further training for 50 years.

The personal data of students participating in on-demand training are retained for as long as necessary for the purposes of data processing.

In addition, copies of all students' certificates are archived permanently.
